Student's Pass to Singapore PR: the Foreign Student Scheme

A student in Singapore can apply for PR under ICA's student category after passing at least one national examination (PSLE, GCE N, O or A Levels) or while in the Integrated Programme, and, per ICA's ask.gov.sg guidance, after more than 2 years' residence at the point of application. Students aged 15 and above apply with their own Singpass; younger students use a non-Singpass flow. Male students granted PR this way are liable for National Service, which ICA says is made known at the point of application.

Who this route is for

  • Students in Singapore's national school system who have taken PSLE or GCE examinations, or are in an Integrated Programme.
  • Students on a Student's Pass, or holding a Dependant's Pass or other pass while studying — the category is about study and examinations, not the pass itself.
  • Families should decide about National Service before applying for a son; the obligation is not optional and there is no deferment for university studies.

Who it is not for

  • International-school students who have not passed a Singapore national examination and are not in the IP.
  • University students who arrived for tertiary study only — “more than 2 years' residence” and a national exam are both required. The usual route after graduation is a work pass.
  • Students who have resided in Singapore for 2 years or less.

After graduation: the work-pass route

Graduates who obtain an Employment Pass (qualifying salary from S$5,600, rising with age; COMPASS 40 points) or an S Pass fall within ICA's work-pass category and can apply without a minimum employment period. Under MOM rules, Student's Pass holders at approved institutions may work part-time up to 16 hours a week during term and without limit during vacations, but that does not create a PR category.

Frequently asked

Can my child apply before PSLE?

The wording requires having passed at least one national exam or being in the Integrated Programme; ICA's guidance also requires more than 2 years' residence.

My son is 17 and about to be granted PR. When is NS?

Registration at 16½ and enlistment at the earliest opportunity after 18; deferment only up to A-Levels or a polytechnic diploma. Exit Permit rules apply for overseas stays of 3 months or more.

Does citizenship follow automatically?

No. A PR student can apply for citizenship after more than 3 years' residence (at least 1 year as a PR) with a national exam pass or IP place — see the citizenship eligibility guide.
