Investor PR: the Global Investor Programme

The Global Investor Programme (GIP), administered by the Economic Development Board, is the only Singapore PR route with published quantitative thresholds. Applicants invest at least S$10 million in a Singapore business (Option A), S$25 million in a GIP-select fund (Option B), or establish a single family office with at least S$200 million under management (Option C). The EDB fee is S$20,000 plus ICA's S$100 per applicant; processing takes about 12 months.

Process and timeline

  1. 1

    Apply to EDB

Submit GIP forms with the S$20,000 fee and supporting documents; EDB assesses the business track record and investment plan.

  2. 2

    Approval-in-Principle

Valid for 6 months to make the investment.

  3. 3

    Final Approval

ICA issues Final Approval once EDB verifies the investment; PR must be formalised within 12 months.

  4. 4

    Re-Entry Permit

First REP valid 5 years; renewal for 5 or 3 years depends on meeting economic criteria (for example Option A employment or business spending, Option B fund maintenance, Option C deployment maintained and family-office professionals).

The whole process typically takes about 12 months according to EDB.

Family

Spouse and unmarried children under 21 can be included in the application. Parents and children aged 21 and above cannot be included as PR applicants; they may hold Long-Term Visit Passes tied to the main applicant's Re-Entry Permit. Male dependants who obtain PR are liable for National Service; first-generation investor main applicants are administratively exempted.

Frequently asked

Is GIP a golden visa?

GIP grants Singapore PR, not a visa, and the investment must be maintained: Re-Entry Permit renewal is conditional on economic criteria.

Can I choose any fund?

Option B requires a GIP-select fund; EDB publishes the list.

Does ICA assess GIP applicants on the six factors?

ICA's PR page refers investors to EDB for assessment criteria; EDB assesses the business track record and investment, and ICA issues the PR.
