Who can apply for Singapore PR: ICA's six eligibility categories
You may apply for Singapore PR if you are the spouse of a citizen or PR; an unmarried child under 21 of a citizen or PR; an aged parent of a citizen aged 21 or above; an Employment Pass or S Pass holder; a student in Singapore who has passed a national exam or is in the Integrated Programme (with more than 2 years' residence); or an investor under the Global Investor Programme. Eligibility means you may apply — ICA then assesses each case holistically.

Eligibility is not readiness
Being within a category is the gate. Whether an application succeeds depends on ICA's holistic assessment of family ties, economic contributions, qualifications, age, family profile and length of residency — none of which has a published threshold. Conditions that apply to everyone
- Singpass for every applicant. Each person included must review the form and give declarations via Singpass (or ICA-issued credentials). Account approval can take 2–5 working days.
- One application at a time. ICA does not accept a new or repeated application for the same person while a current one is still in process.
- Documents in order. ICA warns that insufficient documentation may result in non-acceptance, and may ask for documents beyond its checklist.
- National Service. All male citizens and PRs are liable unless exempted; ICA and MINDEF state that sons obtaining PR through a parent or as students are liable, while first-generation main applicants under the work-pass or investor routes are administratively exempted.
What ICA does not publish about eligibility
- No minimum salary, minimum years on a pass, age cut-off or qualification level.
- No minimum marriage duration for the spouse route (though ICA has said the length and stability of the marriage are considered).
- No definition of “aged” for the parent route and no sponsor income threshold.
- No statement about children born outside marriage under the child route — the wording covers births within a legal marriage and legal adoption.
Frequently asked
Can I apply for PR from outside Singapore?
ICA's page does not state a residence requirement for the family routes, and the e-Service is online. Every applicant still needs Singpass or ICA-issued credentials to make declarations. Length of residency is an assessment factor.
I am on a Work Permit and married to a Singaporean. Can I apply?
Yes — through the spouse category, which depends on your spouse's status, not on your pass. Your Singaporean spouse sponsors the application with their Singpass.
My child is in an international school. Is the student route open?
The student route requires having passed at least one Singapore national examination (PSLE, GCE N/O/A) or being in the Integrated Programme, plus more than 2 years' residence. International-school qualifications alone do not meet the wording.
Can PR children sponsor their parents?
ICA's aged-parent category names a Singapore citizen child aged at least 21 as the sponsor. PR children are not listed.
