Permanent Residence
Documents required for a Singapore PR application
ICA's Document Checklist for Permanent Residence asks every applicant for a recent digital photo (400 × 514 pixels, white background), passport, birth certificate or household register (for births not registered in Singapore), marriage certificate (for marriages not registered in Singapore), educational certificates and transcripts, and employment evidence — an employer letter dated within 3 months stating occupation, start date and basic and gross salary, plus the last 6 months' payslips. Self-employed applicants provide ACRA registration and three years of accounts. Non-English documents need official translations.
Key takeaways
- Photo: colour, digital, 400 × 514 pixels, white background, full face, no headgear except for religious or racial custom.
- Employer letter must be dated no more than 3 months before the application and state occupation, date of employment, and basic and gross monthly salary.
- Six months of payslips; three years of tax assessments only if working overseas; three years of balance sheets and P&L if self-employed.
- Translations: by the issuing country's embassy, a notary public, or private translations attested or notarised.
- ICA may ask for documents beyond its list, and warns that insufficient documentation may result in non-acceptance.

Translations and certification
Uploads must be certified true copies with official translations for non-English documents. ICA accepts translations by the issuing country's embassy, by a notary public in Singapore or the issuing country, or private translations attested by the embassy or notarised.
Singapore-registered records
The checklist asks for birth and marriage certificates only where the event was not registered in Singapore. Singapore-registered records and government-held data are retrieved through the e-Service and Singpass; you still need to ensure the details in the form match them.
Practical preparation (SingaPR suggestions, not ICA requirements)
- Ask your employer for the letter last, so it is dated within 3 months of the submission date.
- Check that names, dates of birth and employment dates are identical across passport, certificates, employer letter and the online form.
- Scan every page, front and back where relevant, legibly.
- For self-employed applicants, have the accounts prepared for the same three financial years shown on the ACRA profile.
- Keep certified translations ready before you start — they are the slowest item to obtain.
Frequently asked
Do I need a cover letter or testimonials?
They are not on ICA's checklist. ICA lists the documents above and may request others; there is no official cover-letter requirement.
What if my employer will not issue a letter?
The employer letter is on ICA's list for employed applicants. Speak to HR early; ICA verifies employment information with employers in any case.
Is there a required file format or size?
The photo dimensions (400 × 514 px, white background) are specified by ICA. Other file specifications are shown inside the e-Service when you upload.
Do children need all of these?
Children need the photo, passport and birth certificate (adoption papers if adopted); employment documents apply to working applicants only.
