Permanent Residence
Employment Pass to Singapore PR
An Employment Pass holder can apply for Singapore PR at any time: ICA names “Holder of an Employment Pass or S Pass” as an eligibility category and states there is no specific employment period to wait. You apply yourself through the ICA e-Service with Singpass, and may include your spouse and unmarried children under 21. ICA then assesses its six factors, with no published thresholds. Holding an EP shows you meet MOM's rules for the pass; PR is a separate, discretionary ICA decision.
Key takeaways
- Named category: “Holder of an Employment Pass or S Pass”. No minimum months or years on the pass.
- You submit for yourself with Singpass; spouse and children under 21 can be included as applicants.
- MOM's EP rules (qualifying salary from S$5,600 rising with age; COMPASS 40 points) govern the pass — not PR. ICA publishes no salary threshold for PR.
- First-generation EP main applicants are administratively exempted from National Service (MINDEF); sons included in the application are liable.
- PEP, ONE Pass, EntrePass and Tech.Pass holders are not named on ICA's page: confirm the applicant type in the e-Service.
The official position
Your Employment Pass versus your PR application
| Employment Pass (MOM) | Permanent Residence (ICA) | |
|---|---|---|
| Who decides | Ministry of Manpower, on the employer's application | Immigration & Checkpoints Authority, on your application |
| Published thresholds | Qualifying salary S$5,600 at age 23 rising to S$10,700 at 45+ (financial services S$6,200–11,800); S$6,000–11,500 from 1 January 2027; COMPASS 40 points unless exempt | None: six factors assessed holistically |
| Renewal cycle | Up to 2 years first, up to 3 on renewal | Permanent, subject to Re-Entry Permit rules |
| Family | Dependant's Pass at S$6,000+; LTVP for parents at S$12,000+ | Spouse and children under 21 can be included in the PR application |
| Tied to employer | Yes | No |
What a strong EP application evidences
- Economic contribution: an employer letter dated within 3 months stating occupation, start date and basic and gross salary; six months of payslips; a role and salary that have progressed. ICA verifies employment information with employers.
- Length of residency: time in Singapore on valid passes, documented consistently.
- Qualifications: certificates and transcripts; 81% of PRs granted in 2024 (aged 20+) held post-secondary qualifications.
- Family profile: whether your spouse and children live here and are included; children in local schools.
- Integration: sustained community or professional involvement.
The readiness assessment scores these openly. ICA's only published example of a rejected application cited unemployment at the time of application — keep the pass and job stable through the process.
Other work passes

|---|---|---|
| Employment Pass | Yes | Apply directly |
| S Pass | Yes | Apply directly — see S Pass to PR |
| Personalised Employment Pass | No | An EP variant for high earners (fixed salary ≥ S$22,500); treated as a work-pass application in practice — confirm the applicant type in the e-Service |
| Overseas Networks & Expertise Pass | No | A work pass (≥ S$30,000/month or exceptional achievement); treated as a work-pass application in practice — confirm in the e-Service |
| EntrePass | No | A work pass for founders; treated as a work-pass application in practice — confirm in the e-Service |
| Tech.Pass | No | Closes to new and renewal applications from 28 January 2027 (replaced by a ONE Pass AI and Tech track); confirm in the e-Service |
| Work Permit | No | Not a PR category; family routes only |
Timing considerations
- Apply while your EP is valid and your employment is stable; a pending PR application does not extend a pass.
- Renewal of your EP continues under MOM rules while ICA processes the PR application (within 6 months when documents are in order).
- Changing jobs during processing is not prohibited; ICA may request updated documents. A job loss during processing is a material change.
- If you plan to include family, remember sons obtaining PR under your sponsorship are liable for National Service.
Frequently asked
Do I need to have been on my EP for two years?
No. ICA states there is no specific employment period. Longer residency is a factor, not a threshold.
Does my salary need to be above a certain level for PR?
ICA publishes no PR salary threshold. MOM's qualifying salary applies to the EP itself.
Will applying for PR affect my EP renewal?
The two are decided separately. A PR application is not a factor in MOM's EP renewal rules.
Can I include my parents?
Not under the work-pass route. Parents can hold a Long-Term Visit Pass (MOM, if you earn S$12,000+), and a citizen child aged 21+ can later sponsor an aged parent for PR.
