S Pass to Singapore PR

S Pass holders can apply for Singapore PR: ICA's category is “Holder of an Employment Pass or S Pass”, and ICA states there is no specific employment period to wait. You apply yourself through the ICA e-Service with Singpass and may include your spouse and children under 21. The widely repeated “S Pass holders must wait 4 years” is not an ICA rule. ICA assesses the same six factors as for everyone else, with no published salary threshold.

Last verified against ICA/MOM information: 2 September 2026Updated 2 September 2026Checked against the official sources on this page on 07 Sept 2026.

Key takeaways

  • Named category, same as the Employment Pass; no minimum period on the pass.
  • The S Pass qualifying salary (S$3,300 from 1 September 2025; S$3,600 from 1 January 2027) governs the pass, not PR.
  • ICA's factors — economic contributions, qualifications, residency, age, family — apply exactly as for EP holders.
  • First-generation S Pass main applicants are administratively exempted from NS (MINDEF); sons included are liable.
  • Upgrading to an EP is not a PR prerequisite; it is a separate MOM decision.

S Pass facts that matter for the application

MOM S Pass rules verified 2 September 2026. They govern your pass, not ICA's PR decision.

What strengthens an S Pass application

  • A stable employment record with progression — an employer letter dated within 3 months and six months of payslips.
  • Relevant qualifications and skills certificates: the S Pass is a skilled-worker pass and certificates evidence the qualifications factor.
  • Length of residency documented across passes.
  • Family settled in Singapore where applicable, and sustained community involvement.

Compare with the Employment Pass route; the process, documents and fees are identical. How to apply.

Frequently asked

Does the S Pass levy or quota affect my PR application?

They are employer obligations under MOM rules and are not among ICA's published PR factors.

Can I apply if my S Pass is about to expire?

Apply while the pass is valid and keep it renewed; a pending PR application does not extend a pass.

Will PR change my employer's quota?

Once you are a PR you are no longer on an S Pass, so you no longer count toward the S Pass sub-quota or attract the levy.
